Evolvement Of The Rural Health Insurance System In China


Since the collapse of the once successful Rural Cooperative Medical System (MRC) in the early 1980s,Cooperative Medical System is a  health insurance system.while transform changed the Chinese system of collective agricultural production to private production,There are  many rural communities, particularly the poorest people, many important problems. In 1993, health insurance system coverage for rural residents was already low at 12.8%. Until 1998, only 9.5% of rural population was insured. The user effectively prevents access to many rural residents, income adequate medical care when needed market absent.

 Because health insurance system is absent in rural china,The loss due to illness that is a serious problem that raises the question why there was strong necessary of  rural health insurance system in China, despite there are rapid economic growth, This paper analyzes the main reasons for the lack of health insurance system in rural China. We found that there is no request for funding and voluntary Community inadequate government policies, the two main obstacles. Recently the Chinese government announced a new policy for funding health insurance system in rural areas, based on health insurance system matching funds from the central and local governments as well as household items. The potential for success of this new health insurance system model can be derived from past experience of China, and pilot health insurance system projects are underway.
